Traveling To And From Donbass Region

Actually Donbass region now is divided into two parts: under Government control and controlled by Public Donetsk (or Lugansk) Respublic.
On government controled territory everything is normal. People could travel all over Ukraine if they have needed documents (passport).
For people, who live on the territory without government control everything is much more complicated. They couldn't register the birth or death of the persons. Their studing certificates are not recognized by Ukrainian Government (may be it is recognized by Russian Government but I am not sure).
According to information from that side everything is bad there: many manufactures and plants are destroyed and utilized. On the remains industrial objects very low salaries. Normal salaries has only government works and army.
The prive level is rather high. It is higher than Ukrainian prices and equal to Russian prices. But they have low tarrifs for utility services.
For old people it is almost impossible to survive on their pension amount. So many people make such  trick--they register on the territory of Ukraine and get pension from two sources--from Donetsk\Lugansk government and from Ukrainian government. It is their chance to live. Unfortunately the road is too hard for them especially on the customs of Donetsk government they should wait for 6-8 hours before cross the border and almost every day there is an information that someone died at the border.
As I know Ukrainian citizens should take special permit from Security Service of Ukraine to cross the border with DNR\LNR. I don't know whether it is possible for foreigner to cross this border.
