Minimum requirement :

Degree and 3 yrs experience*
Diploma and 5 yrs experience
Certificate and 7 yrs experience

*qualification and experience relevant to the job

See Quick Guide:
https://esd.imi.gov.my/portal/

Very few professional areas hire foreigners. They are mainly software engineers and educators. These would require degree plus additional qualifications.
