Why in the world do you feel compelled to start a brand new thread on the subject?

Based on what you said about "everything (you've) read" on the subject, you must realize there is a sticky thread on the subject:

Once you've re-read that thread, paying special attention to posts by the Original Poster (OP), then add your specific question(s).

Otherwise, by creating a new thread here you'll have more confusion, not less.

VEC is the second simplest visa there is, and as there are plenty of info about it on the forum, there's no reason to be confused if you TRULY read through them. 

The link OB gave you is a sticky, meaning the subject is such a well-worn one that the Mods put it on the front page so new members can read about it instead of creating a new thread every few weeks to ask the same questions over and over again. 

BTW, why would you expect your Vietnamese wife to understand VEC?  She doesn't ever need it, so asking her about something that she'll never have to know in a million years is not a very sensible thing to do.

If you are married to a Vietnamese woman I recommend a 3 year TRC TT.

I don't know where you live and if money is relevant.  But if you live in HCMC, I can give you the link from an agency who got the TRC for me for 500$.

Get your wife to go to the immigration that is closest to you. Its an easy process to do. You dont have to leve every 90 days, the VEC is 180 days and you can extend it in Viet Nam. You can also apply for a TRC, which lasts 2 years and you dont need to exit for 2 years. Costs around 150 usd if you do it yourself. VEC is about 20 usd.
