I am an American Expat who has invested in Bg.   My wife is Bg. which helps a lot in being sure that everything is on the up and up.   The first thing I did was meet the Mayor and the key political and magistrates in any area I was interested in.   The next thing I did was look for an Honest attorney.  There are very few as Bg. has some very spurious dealings.

After a few missteps ad losing less than E150,000 on several millions of E investments I finally found an attorney who is skilled in the local process but more importantly is a specialist in relocating companies to take advantage of the relocation opportunities in Bg.   If you like I can refer him to you, however meet the end of the contact, avoid middlemen as much as possible.

It will be a good idea to clarify which of the following three options is your present interest:

1. Setting up a company in Bulgaria;

2. Hiring workers

3. Hiring machine engineers for designing and production of stone cutting equipment.

The first one is the easy part. The second point depends on the salary and the area. The last one is more tricky.

As for suggestions for the area - this very much depends on what are you going to do. In case you're planning to produce stone cutting equipment and machinery, then better focus on some of the bigger cities or places with developed machine building industry - e.g. Plovdiv, Kazanlak, Stara Zagora, Varna, Rousse, Haskovo, etc.

In case you intend to produce sth. from stone then you have to combine at least 3 important factors:

1. Availability of the raw materials/stone - e.g. Strandzha area, Rhodopi area, etc.
2. Availability of workers
3. Good transport links - e.g. railway stations, good roads, water transport.

Any suggestions not based on the minimum information from the abovelisted will be pretty close to irrelevant or just a lucky coincidence.
