Need help finding where to live in Norway

Hello, I am an American living in Dallas, TX. It has been my dream to move to Norway or just somewhere other then America for a long time. I am looking for what city or town would be best for me to live in and need some help.

Requirements.
-Can live there without using a car and still be comfortable; use public transport, bike, walk, etc. instead
-Can get a job in computer science
-Must be safe
-Tolerant people; ok with atheists, homosexuals, asexuals, etc.

Would like to have, but can live without.
-Separate bike lanes from the road
-Not too conservative (by American standards)
-Not to many or no beggars
