Question:   I have real trouble handling the heat & humidity of Ho Che
Menh City and the rest of south Vietnam.  I spent some time in Ha Long
and Hanoi and it was better.
My question is, is there an area north or east of Hanoi that offers offers
mild summers ?

Ciambella

Hanoi is inland, thus its summer is oppressive, worse than summer in Saigon even.

To have a mild or milder summer in Vietnam, you'll need to be along the coast and mountain areas.

There's a long thread on this topic already:

OP, since you're talking about Ho Che Menh city, I'm sure you meant you had trouble with humedety?

Yes.   I usually spend the summers in Washington state or Quito or
Cuenca, Ecuador.  Both offer great summer weather but, I'm getting
less and less fond of the long flights across the Pacific.
That's why I was seeking a cooler climate here somewhere, hopefully
between Chiang Mai and the north Vietnam area.
