How can a Filipino residing in Philippines report identity theft in Malaysia? And how to block scammer from using the stolen info? What is the worst to happen?

Details:
My friend received a job offer based on their profile on jobstreet. The offer seemed legit at 1st glance and research. Company name exists, they are registered and they had a website stated in the mail. After applying for the job, passing interview and signing the offer (by that time they have some sensitive info, passport copy, birth certificate copy, formal blue background picture). My friend thought to learn more about the company, when he called them he found out no one with such name exists and that website doesn't belong to them

She used Main construction (m) sdn bhd as alias

This is only a guess, but this sound more like a cash for visa scam than ID theft.
If you aren't familiar, the fake company gives you a job, but you have to pay a fee for visas or whatever else they can think of.
Name, date and place of birth along with passport number is unlikely to get them too far in a world that requires a lot more data and original documents to do much.
People that send original passports and other documents could well have a problem, but copies shouldn't get scammers too far.

Thanks for your reply. I hope so, that will be a relief, but so far there wasn't any request for payments and from my research, it seem some banks allow overseas account opening by just scanned documents.

I hope it doesn't turn out bad

Since the rise of the massive number of scams and terrorist funding networks, banks have started to get wise to people like that so usually require a lot more proof than just scanned document.
That might not apply in some parts of the world but I understand Malaysia requires an original passport as well as other documents.
Any loan company giving out money on scanned documents would have to be crazy so they just wouldn't do it. I suppose it might be possible for a scammer to open an account with a mail order company - Maybe, but that would hardly come back on you if they don't properly check identity.
