Single Permit(WP) to Dependent(on spouse) and change to SP(WP)

Dear ,
Can some one please help me to clear my confusions.

My spouse and myself are working in Work Permit B and applied for Single permit. Hope we will get it soon. So after that , My husband would like to change his status as dependent on me (We have 2 kids) and stay at home for an year.

1. How long dependent status conversion is taking ?  Is any legalization of document required ? Also should we register in commune as husband and wife before start process ? 
2. My husband wants to apply for a work permit after say 7 or 8 months and at that time if still dependent conversion in progress, then do they allow to submit documents for WP ?  Can he submit work permit documents being here or must go to india and then submit ?

To change your status, it takes a maximum of 4 months.
If your husband is dependent on you, he won’t need a work  permit. He can work immediately anywhere in Belgium.

Is it possible to convert Dependent wp to single permit?

Yes! But you have to ask your employer to submit an application for you for the single permit.
