Hi! I don't know anything about the rules ®ulations regarding homemade food, just a suggestion: you could ask this on the fb group "Cs and expats in Bucharest", as there are for sure a few restaurant owners there who might know. There might be owners of smaller food businesses who could help, as well.
I live in sector 6 and 5 minutes walk from the metro stop Lujerului (exit Piata Veteranilor) there is a very small rented place with Thai food to take away. If you live in the area, you could stop by and talk to the guys (the owners are the ones selling the food, too).
Anyway, for sure it would be good to have a website or a business facebook page where you can post a few photos of the dishes, maybe even what a menu, and the prices. Personally I'm very interested in trying your food!
