Well, tail between my legs I do sincerely apologise to pej1111 and pnwcyclist with regards to some disagreements on another post. I was it appears only half right as follows:
Stating our Barangay taxes were 1,345.00 pesos was correct but it turns out that is only for the titled lot, the tax declared lot and the garbage collection. This is all Ben, my better half (land in his name) was asked to pay when he visited the local municipal some weeks ago to pay our dues. Our local Captain Renee knocked on the door yesterday,,,,,,, yes a Sunday (half to three quarts drunk) and presented Ben with 4 tax obligations and fines,,,,,, not just us they were doing the rounds and yes on a Sunday as said. So firstly 2 of those bills had already been paid,,,,,,,, what a great computer system and the left hand not telling the right hand the facts.

We purchased this property over 2 years ago and let the seller stay rent free as long as he did the maintenance and paid all the outgoings hence never seeing rates/tax notices though in our sale contract did see 4 lots of taxes but was assured by Ben after paying our dues there was nothing else, again my bad for not being more diligent.

Long story longer, as I own the buildings and improvements (long term lease/sale contract) these are seperate responsibilities as we just found out,,,,,,,, a further 3,700.00 pesos, yes another hundred bucks that we will pay this morning and change the mailing address to our house as we never received any notices, perhaps to the original owner and in his wisdom tore them up.
The computer system in the municipal must only work on names and not property description it appears.
Regardless my bad and please accept my humble apologies.

Thanks Steve, for the update. No worries at all and it's still darn cheap in any case! I bet the prior owner was just tossing those, lol.

Thank you also John for understanding my, while innocent rhetoric at the time, was blatantly incorrect. Again my bad and the local municipal hall for not having a decent archive/computer system.
We went to pay the extra this morning and guess what,,,,,,,, yet another holiday "ramadan"/"eid al-Adha". 18 public holidays in PH, Australia only 10. Another trip tomorrow though only 6 minutes away had myself psyched up ready ready to be patient/bite my tongue with regards to the 800 pesos in fines for bills we never received, change the billing address etc.

Yes John while cheap for us compared to Australia more expensive than I sprouted but still very attainable.

Yes regarding holidays I cannot believe how many there are. There are city holidays, like Cebu Charter Day, National holidays, religious holidays of all types, and then the schools have various special days off also. How do these people get anything done?

Oh wait.. hahaha...

Well John, we are guests and mostly 99% retired or only touring the balance of, the inconvenience comes when one wishes to conduct business for a multitude of reasons only to be thwarted yet again, Timing? Buyer beware and seriously look up the local/public holidays that apply to your locale and then some prior to attempting to conduct business.

Follow up on rates, wow going to the local municipal hall is similar to immi in Intramuros, go here, go there then go to the cashier. They waived the fines as we were first timers so all up 4,750 pesos in total. They don't deliver our rate notices, it's up to the property owner to front up Nov/Dec and if you go then to pay you get a 20% discount, very generous so that would make our rates under PHP 4K at the end of the year. I suppose that's why we still have a gravel road as mentioned in another post.
While there we overheard a lady arguing over PHP 47K in fines on top of 10 years of rates unpaid, her excuse, like ours was she never received any rate notices so she shouldn't have to pay the fine, the clerk very quickly pointed out to her that she did come in to pay her rates in 2007 and 2008 and their system hasn't changed, at least she tried.
