Hello, i want to know that if i go to Federal police to know about someone he has gone out of Brazil or not,

Then police Federal can tell me by thier system?

Let me know about this please

They can, but not just anyone can make private inquires as to others.

Unless you´re law enforcement, they won´t help you because of privacy matters. Policia Federal knows who gets in and out of the country through transportation means. Unless of course that person went through the porous borders of Brazil.
