Non-EU, been living in Belgium as a student since 09/2013. Now I'm about to get my 6th A card.

My question is am I eligible to apply for a B-card?  Possibly NOT. Because I read other posts on this forum saying 5 years of student status does not count. I never thought about getting a B-card. Because I also think student A card is exceptional.

However, the renewal of my 6th A card as a student seems a bit strange. - I got approval I think in 3 days.  day 1 submission (local city hall)  day2 processing - day 3 got a reply from the city hall. never been so fast in 6 years. I used to wait for at least 3 weeks in the past.  so I started to wonder why it took only 1 day to process this time? or it's just they speed up the procedure this year.  or could it be that now local city hall can make decisions? or it just means nothing.

You're right that staying as student is not counted toward type B residence permit.

I think the commune may mistakenly handle your application with fast track service. You've got your luck.
