Point:
1- Want to start small business (Coffee Shop)
2- In case of no 100% Expats ownership. What is % between Saudi & expats partnership as per KSA Law.
3- How make KSA official acknowledgement that Company only in Saudi Nationality Name but whole Liability or ownership in My name. To avoid fraud risk.

* If any other suggestion please share.

Note: I have knowledge for basic licence like CR, chamber of commerce, GOSI, GAZT.

Hi,
business can be either under your name as expat investor or under saudi name as owner and cannot be shared. Owning a business is done through SAGIA and other members can explain better about it.

Another good thread which discusses the issues

Basically, the only legal way nowadays to have a business in your name to the tune of 100% is to get a premium residency for Saudi.  Costs a lot i.e. 800K for lifetime.

Any other way is problematic for small business owners.  SAGIA won't help with such small businesses and even if they do, you have to set it up in partnership with a Saudi.

Don't EVEN THINK of doing point 3 unless you want to go to jail.  This is basically you admitting to "tasattur".
