how Chinese citizens apply Temporary Residence Card (TRC) ?

My wife is Vietnamese and I am Chinese. I would like to apply Temporary Residence Card (TRC) and one of the agency told me that for Chinese Citizens won't get the Temporary Residence Card (TRC), will only can apply for 5 years visa.

Does anyone knows about this?

If there are such rules for Chinese then may I know how do Chinese citizens get the Temporary Residence Card (TRC) in Vietnam?

Can I apply other countries visa in Vietnam if I'm holding the 5 years visa?

Yes, you can apply for visa to visit every country in the world. Your passport is the determination factor, the type of visa to stay in Vietnam is not.
