Iqama exit airport without Kafeel

I need your help urgent for my mother, she's morroccan and have an Iqama as house employee in Mecca, her sponsor can't pick her up at the airport when she arrives so we are afraid she will be blocked at the airport (she can't exit without him).

Is there any mean he can approve her arrival and not pick up her?

He has to pick her up. They will keep her at the airport for 12 hours and then transfer her to a shelter home.

He should be able to authorize someone else to pick her up through Absher.

Read what I wrote. He has to authorize someone in Absher to collect her - she cannot exit on her own. She is on a housemaid visa and this is a requirement.

In shelter home, they keep her for 15 days, fine sponsor and then either move her to a new sponsor (if someone is willing to hire her) or send her home.
