Where is the DIRECT link for the locations where one can renew a Driver's License?

I couldn't find this on the DTOP website after the redesigned it.  Why does PR have to be so inefficient, wasting your time?  Why do the citizens put up with such bad government service?

I sense some negativity and frustration.
You are trying to compare the mainland to PR, this brings nothing but frustration. Florida may serve you better.

Some people have to be in PR such as for work, family, business, even though the quality of life is far worse than in FL and the states.  Suggesting people go to FL bc of PR DMV issues does nothing to help with the problems encountered in PR.  In fact, it's bad and counter-productive advice bc Florida doesn't issue PR DL renewals.

Sounds like those people are likely to be unhappy in PR and won’t last too long.

Please take another look:

People are part of the problem or part of the solution.  Suggesting others leave PR after encountering problems in PR, isn't solving the problem.  Thus those types who suggest that, are part of the problem keeping PR in a pothole state, keeping PR back, not improving.

If you put $100 in a PR bank, but they only post $10 to your account, should you work to solve the $90 shortfall, or instead, take your own advice to simply leave PR bc you are unhappy that you were not treated properly and/or encountered bad service?   Certainly you wouldnt leave PR to FL, but would instead work to fix the problem.
