Possible vacation in the region of Chiang Rai

Hi all,
My initial post of last month has had no success 
So I will up it with another question.
I would like to know if anybody on the board, is living or has been visiting the region of Chiang Rai during the month of July?
Weather forecasts don't look too good Thai meteo but the hotel which I questionned says :
Although it is rainy season, it does not rain every day. The surrounding will be very greenery and very fresh air.
The hard raining in Thailand is during September.
I'd like the opinion of somebody over there.
