China's overworked "Public Relations" machine

As always when you hear something from China, it's best to believe what is opposite. I don't believe anything they say about the Corona Virus. They muzzled the reporters early in the crisis, they didn't allow westerners in to help or gather information.

They are trying to tell the world they conquered the Virus and are shipping medical supplies to Europe.

( I suppose they have a real surplus of supplies, hahahaha).

The receiver of these supplies are stating they are defective and don't work. Maybe China used these  defective supplies to report their lower numbers.

When will these "Fake" test kits show up at the "Green Hills Mall" in Manila?

I believe China is waiting for America to develop all what's needed and then steal the intellectual property.

How can the fake be any worse then the real tests.

There are many accounts of having to test a patient 5-6 times before it gave a positive reading. That is with the approved kits.

I could build a box that spits out random answers.

If you're not sick why wonder out searching for a kit, it seems you would be waiting in line with sick people.

They do not need to test to treat you. I explained this before.

They need to test in order to assign limited resources to contact tracing.

Which is the keey to stopping spread.

They do not need to be sending out heavily limited manpower in a shotgun approach.

Contact tracing must be targeted.

without accurate testing there cannot be effective contact tracing and without effective contact tracing the worst case scenario unfolds

and it is unfolding due to crappy test kits

Correction/addition

They do not need to test in order to begin treatment.

They need to know what you have in order to assign the most effective treatment regimen.

This is even more true now as more countries go down the hydroxychloroquine/Azithromycin  route.
