COVID-19 | Bank account with only an accepted Visa Protocol

Hi everyone!

The good news came few days ago with the acceptation of the Investor Visa application.
The bad news is the 7 months procedure due to the COVID administration freeze both in France and Brazil....  :(
Stucked in Brazil without any Visa was a hard psychological situation. But the nightmare continues since I still don't have a bank account yet because the RNE/CRNM will be delivered by the Federal Police, one day but surely not now since all is also freezed at the moment....
My question is about the possibility to open a bank account with the Visa Protocol. Is it possible? Does the accepted Visa Protocol number embed a RNE/CRNM info?

Some do if your Picture is on the protocol.

Your best bet is with the two government-owned banks, Banco do Brasil, as Tex suggested, or Caixa Econômica Federal.  Be sure to have your Protocolo, your passport, and any other photo ID you have.
