Regarding NOC rule release

This is manoj I am an optometrist working for a private sector in oman. I recently heard a news that noc release rule from January 2021 is not approved for paramedics and doctors, heard that these people should definitely get noc for switching jobs. Is that true? Can anyone help me with your ideas.
