I need to get my marriage certificate translated
To vietnamese and also notorize it. Its a trc visa issue

The ONLY way you can get something notarized is at the consulate or embassy.   You have to make an appointment online  on the consulate website.  Fee is $50 per page.  I had to do this for a sales contract in a house I sold in US while I was here.

EDIT: I just saw you were Irish so disregard what I said but probably best to contact your embassy.

Here's the link where they can schedule their appointment for the notary services.

They will log on and pick a time and date appointment from the slots available and then print out the appointment letter, take it with them to the consulate at that time, go in with their docs and $50 USD - they do take VND but the exchange isn't great.  Pay the fee at the window, sign, show passport and get notarized.  It's pretty painless other than having to go to the Consulate and go through security for a signature but it's the only option I am aware of in HCMC.
