Costa Rica and Mexico would be the best bets, they have large Expat English speaking groups.  Also Belize could be a good place and is English speaking.

I'm 73. I live in central Colombia in the "coffee growing zone". Been living here for 4 years after traveling in a few other countries in central America.
I am from BC mostly Vancouver Island (Nanaimo).

My money stretches 3 to 4 times here. My Colombian fiancee is 31 years younger than me and a beauty inside and out. The crime rate here in the city of Armenia is about the same as Nanaimo. The weather is perfection (5000 feet elevation coffee growing country). Varies 2 degrees year round at an average of 78 degrees F. (today it is 77 degrees). Colombia is chock full of eye candy.
Armenia here is small enough to avoid heavy pollution but large enough that you as a gringo are not obvious. And here is UNESCO'S World Heritage location dedicated to the coffee bean. mmmmmm 5 bucks a bag.
My medical (including dental) is 45 bucks a month. My fiancee is an accountant who takes care of all my things like VISA applications, medical and utilities payments, Colombia taxes and necessary appointments.

How's that for retirement planning?
