Hi

Does anyone know if the SEF offices are working - have tried phoning several times without pick up.

Just wanted to change Portuguese address before applying for NHR but proving difficult.

What is the best way to do this from the UK without using lawyers.

Last year I tried MONTHS in an attempt to get a pick up from either number.
Must have attempted 50 times.  They don't answer them.
Worse still, at first when I emailed, I received an answer/advice to call the numbers!
On pointing out the numbers are never answered (by email), I then received some direction.
SEF are well aware that nobody answers.

I live reasonably close to SEF office in Albufeira and THINK it is closed , but not 100%.

Maybe if there are any local offices with a local number, that may be an option?

they are working - but overloaded - and due to confinement also very low personal attendance
you also can  send / contact them per mail
or check with the embassy

Tried the Embassy but they did not even Know what SEF was and did not offer any help what so ever.

Will persist.

Try any of these emails... While there is this pandemic, all public services are teleworking, and only attend in person by appointment ...

I think you must schedule an appointment online first. It's difficult to reach them any other way because of the pandemic.

Will persist with online communication as not in Portugal currently so appointment would be difficult unless I can arrange via a 3rd party.

Yes 3rd might be the way, I had to have my boyfriend call because I am not there yet. Or your Portuguese embassy or consulate might be the best bet. When my boyfriend did finally make contact they informed him that since I wasn't actually there yet it would be best for me just to work with my embassy as much as possible due to Sef being bogged down.

I hope you find a way.

Hello, is you are calling from France,  phone will not work. You should phone from Portugal.

It is possible to call from France - they just do not answer.

Whether that is due to Covid or too busy I am not sure.

Have emailed them and they supplied contact details - just do not pick up.
