There are some warning flags here, but many of these services are legit and provide valid documents, perhaps formatted differently.   I wouldn't send them money without communicating with them, but I wouldn't reject the possibility out of hand either, especially if the only alternative is international travel.

At the end of the day, the decision whether to use the document or not rests with him.
