I will be travelling  to belgium on Work permit. I would require Rent Agreement & RP card to raise dependent visa . So I would like to know how much time generally apartment owners take to provide rent agreement? & How much time commune take to provide a RP card?

You don't need RP card to apply for dependent visa. You can apply together when applying for your own visa. It's best you go through the forum to understand better. Many people have had similar doubts raised and cleared in forum.
