Hi Raissal,
to open a business in Indonesia u need to set up a company, doesnt matter how big It Is.
As a foreigner, the safest way Is to set up a PT/PMA, wich require a minimum investiment of 10 billion Rp, 2.5 billion up front (paid up capital) and 7.5 billion in 1 year.
Others forms of Companies less expensive requires an indonesian partner, who must detain from 51 up to 100% of the shares, depends by the sector, wich Is thery dangerous, because u can be kick off from the Company and looose ur investiment.
If the foreigner is married with an Indonesian, can open a business in the name of the local spouse, very cheap to set up but still very riscky for obvisiouly reasons.
At this link u can find informations about the different Company in Indonesia.
