Working in NL before residency status verified?

Hello. Does anyone have knowledge or experience about whether someone is allowed to begin working during the time period that their residency verification application is being processed?
Context given below, if needed.

I'm a UK citizen married to a German citizen who is employed in the Netherlands. I've been in contact with a university for a non-academic position they've newly created.
I was given a verbal offer for the job—after it was posted internally to the university job boards in accordance with Dutch laws—and was expecting a contract and start date soon.

Unfortunately, HR has now informed me that from their perspective, it can take up to 90 days to process (with the IND? unclear), and at this time cannot even guarantee an offer at the end of that 90 days. I haven't gotten a clear answer from HR on this, but it may be due to residency status.

I believe under EU laws as the married partner of an EU citizen, I am conferred the rights to reside and work within the EU. However, I must of course register with the local authorities for a residence permit as a matter of administrative formality (https://ec.europa.eu/social/main.jsp?ca … ;langId=en). To that end, I will be sending in my application for verification against EU law, assuming that doesn't complicate HR's procedures.

Hi again.

You're in a rather bizarre situation.  There is lots of confusing, contradictory information post Brexit.  None of this should affect you, just nobody can say with clarity what you need to do.  The 90 days you are being quoted is how long IND quote anybody about turning around a normal visa.

If your wife is already living and working in the Netherlands (so registered with the Gemeente), then she could start the ball rolling this afternoon.

I'd be interested in seeing a detailed review of what you do (so that we can better inform the next people who ask us).
