do you know if a police control on the road while driving can check if you are a "residente não Habitual"or not?

At police controls, besides the car documents and the driver's licence, also the driver's identification document is requested. When you are a Non Habitual Resident/NHR in Portugal and because you are an EU citizen, you must present your identification card issued by your country of origin and your residence permit in Portugal as EU citizen, issued by the Town Hall where you are resident.

it's reasonable, you should remember to bring always with you the paper "certificado de registo de cidadao da uniao europeia", as we don't have the cartao de cidadao as portuguese citizens have. That's not common for short driving, of course, to put it in the wallet!
Second point: how long is nowadays the time you are allowed to circulate with an "european-not portuguese" plate car, belonging to you? Until few years ago it was 6 months, not it seems to me 20 days for paying the ISV and getting a portugues plate...but how much time before going out of the country? 0 days, not allowed at all? or 20 days for instance?
as the ISV is very expensive is it possible to pay it in instalments over a few years?
it's quite difficult to find a unique site where to find these informations and their updates?!

SEF is now issuing the European Union Citizen's Certificate of Permanent Residence, which is similar in format and content to the Portuguese Citizen's Card. The new model card aims to provide European Union citizens, who have been residing in Portugal for more than 5 years, with an identification document that complies with minimum security standards and makes it possible to ensure its holders the rights and benefits associated, identifying them clearly and accurately towards national and international authorities.

A car with foreign plates cannot stay in Portugal for more than 180 days (six months) per year (12 months), and these days do not have to be consecutive.

If it reaches an overall period of 180 days, it must leave the country and may only return at the beginning of the following year. During this 180-day period, the vehicle is suspended from paying taxes in Portugal under Article 30 of the Vehicle Tax Code.
