Verification against EU law

Hi,

Me and my partner want to move to the Netherlands. I have Russian nationality but have been living in Spain with a 2 year residency permit. My partner has a dutch passport. Also in Spain we did the "pareja de hecho" which in the Netherlands would be a samenlevingscontract. We have been living in Spain 1,5 year together. According to the IND website we can apply for a residence permit under the verification against EU Law. My partner Is working for A Dutch company remotely from Spain but is moving in 2 weeks to register in NL (already has a bsn number).  With my rescidence permit from Spain i can move freely in the schengen area therefore I do not need a MVV. I Will go 2 weeks later after my partner registers for us to apply for the residence.

My question: Once we apply and we need to wait for the answer, can I work?
