If you came here on his visa then he has the authority to reject the request.
Ask him to give you the transfer.
Try to convince him, there is no other way.

Ask your New employer to submit offer letter in Qiwa, as contract has expired it will get approved automatic.

No way to keep any employee on the expired contract.
It is the rule of the gosi.
Don't be foolish. If you do not possess any gosi contract before (hard copy) then your employer can put final exit on your visa.
If you have hard copy of your contract then you can leave.
If not, don't try to bypass your employer.

I was in Saudi Arabia before this job. When I joined this job they failed to make transfer in 2013. Then they gave me visa. Even then I can't go to labour court?
