they say any port so i can come direct to new panglao airport  international? and about quarantine hotel how much is cost and how to reserve it?

do you think we can travel any island we want? is my first trip and want visit few island because want relocate there

Panglao International airport, in spite of its name is a domestic airport only. It has no facilities for incoming international passengers. Therefore, it can not be the port of entry to the Philippines. The nearest International Airport is Cebu (MCIA). Cebu has only recently re-opened for international flights ( CNN Report on Cebu International Flights)

Many places around the Philippines still require swab tests before travel. If you are in the provinces rather than one of the big cities, results can take several days to be processed. So travel is not easy. I need to travel from Bohol to Cebu to process some documents, What ought to have been a day trip is looking likely to take at least one week, with swab tests at both ends.

steve they build new airport in panglao and is international and was open last year. now seem close because no tourist but will see 1 jully if reopening

we need more information i contacted all autorities ph for have more info.

The way i read this
This is only for international arrivals, which are mainly through mnl. I cant imagine international flights to the smaller airports.
It is only about a change in quarantining for vaccinated pax.

1. The title is misleading, the border is not open for tourists unless they have an EED and there are quota on arriving pax.
2. Any port means that the rules apply equally to any port,
    It does not mean that there are flights to every airport.

Did I miss something?

I may have misunderstood the IATF resolution. I can simply not imagine that they  open up the country in the middle of a crisis.

Every LGU is different. Even if you manage to get into the Country you will will not be able to move around without PCR tests and quarantines.

The new rules, effective July 1, will cover individuals who were fully vaccinated in the Philippines regardless of their travel history, and people fully vaccinated abroad who "stayed exclusively" in "green countries" in the past 14 days before arrival.

Roque described "green countries" as those classified by the Philippine health department as low-risk for COVID-19 based on disease incidence rate.

It is not yet clear if the list of "green countries" is available. Rappler has asked the Department of Health (DOH) for more details on the matter. We will update this story once the DOH responds.

So, in conclusion:
1. Border not Open
2. Tourists need Entry Exemption Document issued by DFA
3. Small changes for those that are allowed to enter (Filipino nationals and foreigners with valid visa) in terms of quarantine and testing requirements, depending on Vax status and origin of travel.

PRESS RELEASE 2021 July 01  BI says vaccinated passengers from 57 countries need only present 7-day quarantine booking             The Bureau of Immigration (BI) announced that fully vaccinated passengers from 57 countries and places considered as low risk by health authorities are entitled to a shorter quarantine period of seven days upon their arrival in the country.             In a statement, BI Commissioner Jaime Morente said the list of 57 “green” countries were included in a resolution issued on Wednesday by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF).             These countries are Albania, American Samoa, Anguilla, Antigua and Barbuda, Australia, Benin, Belize, British Virgin Islands,  Brunei, Burkina Faso, Burundi, Cayman Islands, Chad, China, Ivory Coast, Eswatini, Falkland Islands, French Polynesia, Gambia, Ghana, Greenland, Grenada, Hongkong, Iceland, Isle of Man, Israel, Laos, Liberia, Malawi, Malta, Marshall Islands, Mauritius, Micronesia, Montserrat, Morocco, Mozambique, New Caledonia, New Zealand, Niger, Nigeria, Northern Mariana Islands, Palau, Rwanda, Saba, Saint Barthelemy, Saint Kitts and Nevis, Saint Pierre and Miquelon, Sierra Leone, Senegal, Singapore, Saint Eustatius, South Korea, Taiwan, Togo, Turks and Caicos Islands (UK), Vietnam, and Zimbabwe.             Morente said that passengers fully vaccinated abroad who stayed exclusively in any of these 57 places within the past 14 days immediately preceding their arrival shall undergo a seven-day facility-based quarantine.              Hence, Morente said that they would only need to present a 7-day booking in a government-accredited quarantine hotel or facility during primary immigration inspection when they arrive in the country.             Morente also reiterated that arriving passengers who were fully vaccinated in the Philippines are entitled to the same shorter quarantine privilege, and would need to present a 7-day quarantine booking upon arrival to immigration authorities.

The shorter quarantaine is for people vaxed in Philippines and everybody else vaxed and staying at least two weeks prior to departure in one of the listed countries.
Interesting to know who made that list and who approved it.

I have used Panglao airport several times. It is definitely domestic only. There are no customs facilities and if travelling from another country, you can't book your luggage directly to Panglao. It needs to be collected at the Arrival Airport in the Philippines. I've asked the question and there are no short/medium term plans to open an international facility.

I'm not sure if the airport is open at the moment.
