A cédula is required of all visa-holders .. and is typically a requirement to obtain an Internet or mobile-phone contract as well.

CNT, the public telecommunications company, is already providing discounts to senior-aged citizens and Expats, and has produced a form to be filled out called Formulario de Solicitud Para Exoneración en la Tarifa a los Adultos Mayores.

Expats over 65 can check with their fixed-phone-line and Internet providers to see if the new discounts are being applied and whether such a form should be completed.

In spite of its long name, the form appears to be simple to fill out.  However, it does call for the applicant to decide whether they are a 'persona natural' or a 'persona jurídica' .. to write in the name of their 'cantón' .. and to state a 'razón social'.  At least at CNT, the company should be able to help an Expat figure out the trivia at one of the company offices or over the phone.

The discounts are 50 percent for fixed-line phone service and 50 percent for Internet.  The phone-service monthly charge may still be mandatory for Internet subscribers even if the user is doing mobile-phone only, though with the discount it may be only a few dollars a month.  A senior Expat's bill I saw charged a total of $39 for Internet and teléfono fijo for a total of three months.
