I had a call recently from Bureau of Immigration here in Cagayan De Oro with regard to my application for Motion To Reconsider which was filed in June 2021 as my 3 year stay here would end on August 22nd 2021. My hope was that we could apply for 13a because at that time, if I had left Philippines it was not clear if I would be able to return. Unfortunately when we eventually returned to Bureau of Immigration a few days later to apply for the 13a we were told that we could not file that application until we were give the decision on the Motion to Reconsider.
Since then my 3 year stay ended and we have just been in limbo waiting to hear the outcome and when we visited Bureau of Immigration this week they added up all the fees for the Motion to Reconsider, visa charges and penalties since August 2021 and the annual renewal of my alien ID card which expired in November 2021. The total came to more than P35k but will legalise my stay here until May 22nd 2022 at which point I must leave the country, but thankfully I will be allowed to return.
The purpose of my post is to try to find out everything I need to know about leaving the country and returning. I have heard recently that Covid Insurance is required and that only vaccinated tourists (which I am I think) (do I require a booster shot) can enter the country. If I fly to Malaysia or Singapore for instance, what will be required there to be able to board a flight to the Philippines, IE PCR test etc, throw away ticket and Covid Insurance.

Just curious:
what kind of fees would that consist of?
Also, could you share more about your situation and the 13A ID you were needing to or were trying to renew ?
I'm in a similar situation, sort of, and i'm trying to navigate my best route to resolve this soon.

It was a fee for the Motion to Reconsider 10k, plus visa fees and penalties from August last year until May 2022, also the charge for renewal of my alien id card. In actual fact I had been told by others in this forum that the Motion to Reconsider alone could of cost up to 30k. I don't know who makes the decision on what the fee should be but from what I understand it is not a fixed charge.
The 13a application is because we got married in April 2021, but because the NBI office here in Cagayan De Oro was closed down for a long time due to a Covid outbreak there, it was very hard to get all the necessary clearances and papers in order before August when I was supposed to leave the country.

It does not matter what went before or what problems the Filipino government placed in your way with regard to Covid restrictions etc, it does not matter how hard you tried to comply and stay within the rules despite all the various rule changes, at the end of the day, foreigners, visas for foreigners, visa extensions for foreigners and motions to reconsider etc etc are a vital part of the Philippine economy. I doesn't matter why you didn't comply with their rules, as far as the Bureau of Immigration is concerned you are a foreigner and you WILL pay.
My original post was aimed at foreigners who had recently arrived in the Philippines, what evidence they were asked to provide with regard to their Covid status (IE PCR test at the airport they had departed from etc. If they were asked for a ticket to exit the Philippines and lastly if they had to show proof of some kind of Covid Insurance.

My stepson is returning to the UK next week, he contacted PAL and they said he did not need any covid tests to exit, he received the message via Facebook.
New strain of covid BA.2 is starting to hit the news.
Just got here from Dubai had to show proof of vaccine proof of 48 hour pcr test one health pass and covid insurance I bought through Phillip one airlines. Look at iTunes on onehealth pass to see if you need a booster buy I believe you do.
Now the question is where do I get pcr test in Davao to return to Dubai on 31st

You are probably connecting in Manila? If so... just go to the covid lab at the airport park and ride... I got my rtpcr test (3000) done in 6 hours... before I flew back to u.s.

Again, i am in a similar situation with my 13A visa, still trying to figure out the best way to resolve it. But you've certainly shed some light on things i'm considering.
@kristopherryanwatson Hi, Kris. I received approval for my 13a about 2-1/2 years ago from the PH embassy in Washington, so my experiences may not apply very well now. The big things you'll need are the Report of Marriage and your wife's birth certificate, both from the Philippine Statistics Authority (PSA). I arrived here in Jan 2020 with a package from the embassy and instructions to give it to the immigration officer in Manila. He opened it, looked through it, and wrote 13a on the stamp he put in my passport.
What nobody told me was that I had to go to the main BI office in Manila to complete the immigration process, which also included a visit to the Bureau of Quarantine for a number of tests, and then they would process my ACR-ID card. Since I didn't know about this, I was prevented from leaving two weeks later. Thankfully Delta Airlines was very understanding, and I had enough cash to handle all the taxis and fees. It took 2 days of standing in long lines (I think I picked up a weak case of COVID, before we knew what COVID was), and I also had to get a travel waiver since it took - at the time - 4 weeks to process the ID card.
In addition to money, patience is required in all things in the Philippines. A friendly attitude also helps, especially when dealing with government employees. Good luck and let me know if I can answer any questions. -- Rich
Youtube has a bunch of info but you can also contact immigration help on Facebook, they usually respond. Don't forget to look into the country that you are going to when you leave so you know what is required to enter that country. @arty5987 I'm interested how you do not see the garbage in the USA and the homeless encampments , the mass shootings all over the country and the corrupt political system, kind of wearing blinders about it I guess. But, to each his own and when you post stuff like this it comes across as sour grapes about things not looking like you want them to look.
@Michael P. Carter are you kidding me??!!! Don’t even think of comparing the Philippines with the United States. We may have our homeless like every country in the world, but we’re still the best place to live. No security guards everywhere you look. Maybe You feel the way you do because you have no future in your own country. Sour grapes because this “so called” country is full of pollution, corruption and Lack of proper government. I still spend some time here, but how many beaches and waterfalls can you visit??

I am making me first trip to the Philippines in less then two weeks. I will be there for three months. Does stuff like that really happen? I think its great I love convenient like that.The Philippines is what it is, a third world country, corruption is in the culture, it has been corrupt so long the people think it is normal, it doesn't bother me, I take it as convenient, when the head of Immigration tells me I can rush you thru for 1000, I already had it in my passport, not the best system but once you learn it, it works for me- @Okieboy

The money for an airline ticket can be put to better use by hiring a Psychiatrist. (Skype Fiancee, Zoom Marriage?) if you can't afford a Psychiatrist, maybe a good friend can wack your head with a 2x4.
