I only watched the video I gave a link to, and I don't think the full details are out yet, so I'm not well placed to comment.

I've been to Cambodia a couple of times and the level of infrastructure is way below that in Malaysia, so it has to be a cheaper scheme.

Comments on the video say that the investment has to be made in an 'approved' scheme, so that is one big limitation.

Just worth keeping an eye on developments I think, since Peninsular MM2H has changed to only accepting the wealthy.

1 – The applicant must be a citizen of a country or region recognized by the Cambodian government, regardless of race, religion, or gender,

2 – The applicant must obtain approval from the Ministry of Interior,

3 – The applicant must be 18 years old and above,

4 – The applicant must have an investment capital not less than USD 100,000 in Cambodia,

5 – The applicant must own a real estate project approved by the government in Cambodia,

6 – The applicant is eligible to apply for a personal bank account and a trust account,

7 – The applicant does not require to submit proof of language competency test or academic qualifications.

Interesting, when I downloaded the application form it has an application fee of USD30,000 and no mention of any investment. Appears to be a work in progress.

I enquired at the CM2H office / Programme and this is the email I received: 

Dear Francios,

Thank you for reaching out to us. Hope you are doing great. My name is Nith, CM2H Consultant. I will be assisting you today regarding any questions you may have on Cambodia My 2nd Home Program (CM2H).

To obtain a 10 years golden visa, you have to spend 100,000 USD on the CM2H membership program. 

The payment process is divided into 2 steps.

Step 1 (application process): This step is to submit your application for the approval from the government. You are required to deposit 30% of the total amount along with your passport and 5 passport size photos. This step will take 3-5 business days for the government to complete the process. Your result will be informed through your email. If you get approved, you will proceed to the next step. If your application got rejected, the deposit will be fully refunded back to you within 14 business days.

Step 2 (verification process): After you receive the approval email, our team will contact you to continue the process. In this step, you will pay the remaining 70% of the total amount and submit your passport and required documents. This step generally takes 14 business days for the government to prepare the golden visa.

After 3-5 years, you will be eligible to apply for a Cambodian Passport.

My response and follow up questions to them was as follows:

If you say you need to spend USD 100 000 is this in an investment that can be returned or is this a payment to the Government and not to be returned?

Is this for every person that apply? In other words if my wife and I want to apply is this 200 000 USD?

This is a payment to the government and cannot be returned. This package has arranged by the government and they have included:

1. FREE 10 years membership of Khmer Home Charity Association.
2. FREE 10 years visa. 
3. FREE 1 market stall in GC Orussey project - Market complex.
4. FREE 1 year life and medical Insurance.
5. FREE 1 business registration service in Cambodia
6. FREE Bank account registration service 
7. FREE international driving license exchange to local international driving license for the 1st year only.
8. FREE 10 year working permit
9. FREE gift box – with government recognized car emblem.
10. FREE consultation in real estate, taxes and legal, educational institution, language translation and special merchant discount for appointed outlet.

Currently, the package is for one person only. Therefore, your spouse needs to get another package. 

We really encourage you and your wife to get the package now sir because the current price is for only early birds. Moreover, it is the only pathway to be eligible to apply for Cambodian passport. In addition, it is also an investment as the government included GC Orussey market stall as a free property under your name which the estimated rental price is ranging from 450 USD to 500 USD.

In my opinion it does make it an expensive option and probably targeted at a very specific market.

It's essentially a $100,000/person for a long-term visa. Ouch.

It seems the initial information calling the 100k an 'investment' were mistaken. You could pay the same amount to a caribbean island and get a second passport in months rather than years. But that wouldn't give you visa-free access to ASEAN of course.

You have to ask yourself.......well first I have no desire to live in Cambodia but its nice to see they have a program....but in pandemic times you have to ask if Cambodia is a place you wouldnt mind becoming locked down in when the next pandemic hits, as well as being willing to adhere to its mandates like vaccine and others. If you had to be locked down somewhere and face all that, where would it be? This has to affect decisions going forward.

I think it goes without saying that people ought to spend time in a country before making second home decisions and not just grab on because a deal is affordable today. Could you walk away from money if it didnt work out to your liking later on?

Since Malaysia is now open for IN/OUT travel for everyone since Aug 1, I can finish my packing, problems and leave. Im going back to US very unhappily and during lockdown I have thought  much harder about where id like to be if not Malaysia or US and frankly, im stumped. When you have been abroad a long time you become very clear about what youre looking for and generally, countries are not adding up. Ten years ago, many did look highly desirable but now its zero. Maybe when the pandemic has completely passed some new options will arise. The important pandemic part of this consideration is to look at how countries handled it. It says a lot about how your stay is going to be as time goes on in your new place. If you liked or hated the way AU or NZ or someplace responded to it, it says a lot about how you will be treated.

People come here with economics driving so many decisions. Living in a place is more than that, thats all.
