Gratuity Oman

I have completed my one year and 7 months with my employer, I am on a contract where they have mentioned fixed amount of salary in USD for me, my employer is saying i am not eligible for gratuity as I am on fixed salary in USD, can someone help me with this and share what is the reality as I am travelling back to my home tonight and they have asked me to sign full and final settlement where they are giving me just my salary and no gratuity
