Transfer to new sponsor

MY IQAMA EXPIRED for 4 years and i FIND NEW employer have QIWA request and accepted it and see in avatar EMPLOYED but still pending in current employer..

My H.R.department NEW company said your old sponsor not accept QIWA because the CERTIFICATION of REGISTRATION is not UPDATED..is there a chance to transfer ?
