For all 13A holders, it's time for your annual report.


I sent my stepson today with an authorization letter allowing him to represent me,  along with my 13A card and passport. He paid the P310 and I'm good for another year.

Did BI accept the authorization letter?  I thought they needed a special power of attorney if you are exempted from personally appearing and want to assign someone else to represent you.

The process that ACR 13A card holders go through each year and must be done within the first 60 days of the year is called "Annual Reporting." It's not "reregistration." ACR 13A cards need to be renewed every 5 years. On a side note, Philippine driver's licenses now have an extended validity period - from 5 years to 10 years.

I just type out a simple letter, stating my name, address, 13A issuing number, passport number, giving my stepsons name authorizing him to represent me.


He also had my passport with him and my 13A card.

I'm headed to Cebu next week to pick up my ACR card. I applied for the card last June at the J-Centre mall but I'm told everything moved to another mall,  the SM mall I think it is. I hope my card moved there also. I called after 2 or 3 months and was told the card was there waiting for me but I put off picking it up until my wife had her dual citizenship papers which took 7 months. I was hoping to apply for my 13a visa when I picked up the ACR card.


So we wouldn't have to travel to Manila for the dual citizenship papers I typed up an authorization paper, my wife signed it and I emailed to a friend in Manila. She picked up the dual citizenship papers and sent them to us using LBC, worked great. I think I also sent a photo of the wife's passport.

FYI - The BI Robinson's Galleria Office on the 3rd Floor is TEMPORARY while they finish their office on First Floor. My trip there last week to renew my Visa was not pleasant. Wanted a six months extension - was told they are only granting two months renewals Unless you are married to a Filipina or have children living here. Altho, some officials pulled me aside and said they could arrange a six months if I see them before going to the first window. Took me five hours from start to finish, mostly waiting time from paying cashier to Release Window. Many, Many Expats vocally upset and claiming to Never return to this location. I was told that Lapu-Lapu can be completed in about fifteen minutes, and that a six month extension will be possible there. That is where I will go next time.

I was there last week and I saw my old fixer friend from the J-Centre mall. I needed a second 6 month extension but he said I was only eligible for a 2 month extension, but he could arrange a six month extension for me, wink wink. I gave him my passport, a copy of my marriage license and 15K pesos and I was on my way with the 6 month extension in less than 30 minutes.

It will help if you pre-register for the annual report at e-services.immigration.gov.ph. When I got to the office, they scanned the QR code it gave me, then looked quickly at my passport and ACR-I card, I paid the P310, and was out the door in about 5 minutes total (Cagayan de Oro branch). Note that the e-services site didn't work on Google Chrome but worked fine with MS-Edge; maybe it was my VPN?
