Collecting karta pobytu

Hi.

I am British and currently outside Poland. I cannot collect my karta pobytu in person myself, can my partner do it for me?

Also, I left Poland at the end of November after spending 6 months there with a stamp in my passport waiting for the decision. Would the days I spent in Poland with the stamp count towards my 90 day visa-free limit, and if so would I be able to re-enter Poland with just the decision letter?
