Noise around the building, who to complain to

'Ello all. I have a predicament, there is a new building coming up in a vacant lot right behind mine, well, its no longer vacant now is it?

i digress. since the start of ramadan the workers have been keeping strange hours, at times they are working after 12am as i am trying to snooze, and sometimes they are quiet as a mouse.

yesterday however, they were at it from, literally, i kid you not, 2am till the time i woke up for work by 8am!

now, i am well aware of the soaring heat, coupled with people fasting, makes people tired and weary and best to work at night, but this is insane! i was up late last night at the Bloggers Gathering in Regency, and after returning home i waited till about 3 hoping that they would cease and desist, but no! they kept on going, and going, and going, like the Energizer Bunny.

Has anyone faced similar predicaments? who does one complain to in such an instance? i was thinking of calling the number on the board advertising the architect incharge of the project etc. would calling the police help? should i go to the municipality? the governate? the navy? i dont know!

maybe i'll just end up throwing things at the builders from my window in the dead of night...
