i started working in germany since 2021 with a dependant on a student visa. I have now changed my job and will get my blue card.

I also have b1 certificate

when can I apply for a permanent residency? should I wait for 21 month after geting my blue card or does my previous working experience in germany shorten this perio?

By permanent residency, do you mean "Aufenthaltserlaubnis" or "Niederlassungserlaubnis"?

In any case, for such specific questions you better ask your local foreigner office ("Ausländeramt").
