Family reunification - how long will it take?

I have a brother and sister family reunification file it's been 07 years since then 2016 I'm waiting for the answer and I have no news is this delay normal???

my brother and American citizen submitted a file for family reunification in the brother and sister category for me since 2016 and I have not thought about it since I ask you to tell me how long it will take for the file to be processed... thank you
