That is not a sufficient reason.

I posted recently to another member, that holders of EU long-term residence permits (with 10-year validity) ARE allowed to live and work in other EU countries with some exceptions, based on the application and requirements of the EU country.

Also, if the person is a family member of a EU citizen (e.g spouse), they also are allowed to move and work in the EU.
