Road Maintenence?

Greetings everyone,


After residing in the Czech Republic for seven years, I had purchased a beautiful home in the countryside a couple of years ago with the intention of escaping the city's hustle and bustle during the pandemic. Regrettably, the farmer who owns the neighboring land made a dam across the stream to retain the water, which, in turn, has caused significant damages during storms, washing away the bridge and leaving us with no access to our home. As a result, we are unable to receive deliveries or have emergency services reach us.


To make matters worse, the road leading to our home is dangerous and impassable, and the local mayor has refused to repair it. Due to this unfortunate situation, I stand to lose half a million euros, along with all my hopes and dreams of being a homeowner. Consequently, I am now stuck with a beautiful home that is impossible to reach.


I am seeking advice on who to take to court to address the following issues: an unsafe public road and a neighbor who has intentionally dammed the stream, leading to this situation. I am willing to dedicate the rest of my life to ensuring that those responsible for my predicament are held accountable. Fortunately, I have a lawyer who is ready to take on the case, but I am uncertain about who to sue.


I would appreciate any guidance or recommendations you might have.
