I'm pretty sure you need to go to the one in your home state. I've found that if you have any questions about things like this and can't find the answer it's easiest to just make a trip to the  policia federal.  The easiest counter to ask questions like these is usually the tourist visa extension one ime.


I had the same thing happen to me as to the appointments being available. If you can't get an appointment within 30 days they're going to fine you for each day after. In your situation, I'd honestly take all your paperwork with you and go explain that to them at the policia federal + ask your rio question.


Now, the really annoying thing about if you have to pay the fine for not being able to register past the 30 days (even though it's not your fault) is that they'll flag you at the airport every time you enter/exit Brazil for having had a fine.

If you're flagged at the airport each time, where the passport control employee has to take your passport to the police officers for approval while you wait, here is a tip:


Before your next trip, take whatever proof/fines/payments you have to the Tourist visa extension section @sovelong mentioned and they can get rid of that problem.


An passport controller told me that the airport police cannot override those flags or warnings so it needs to be done at a Policia Federal branch outside the airport.
