A Foreign Investor's Visa

I'm hoping to be able to move to Tana by the end of the year. I'm working on creating an online revenue stream, but we're also working on opening a store in Tana. Does anyone know what all I'll need to do to get a Foreign Investor's Visa, so I can live there but keep my American citizenship?
