For a list of members of expat.com (both current and inactive) in Vung Tau you can take a look here. (Link)

Type "Vung Tau" in the first box, and in the "Nationality" box, input American.

I'm unsure as to how to determine how many non-members are residents there.

Does "us expat" = Americans?

If so, I don't think many are still there. There were always more Aussies and Kiwis, as well as many other nationalities (British, Russian, German, Italian, Canadian, Singaporean, South African, etc.) and now, I only know three American guys (1 teacher, 2 retired) who are definitely still living there and one American couple who might be. One of those guys plans to move back to Thailand soon.

I left least year myself, so maybe more Americans have arrived but my friends there have said there are currently a lot fewer expats in Vung Tau in general.
