There is no "permanent card", it is a 10 year card that is automatically renewable if the requirements are still met.
What test? The 5-minute chat with the officer?

All you need to do is turn in the requested documents and speak to the officer at MAI in understandable, conversational Romanian and show them you can understand and speak Romanian.

@romaniac thankyou for ypur kind reply, but i heard from someone they will take language and written test. Like need to fill some form, that form i wanted to ask what i need to fill. Thanks again.

There is no written test. Perhaps you spoke with someone obtaining citizenship. IGI portal should have the neccessary form to complete, otherwise call your local IGI office and ask them (in Romanian)
