TERMINATED FROM WORK AND STILL NOT RELEASED FROM MINISTRY

Hi to everyone. Newbie here.

I was a staff nurse from a government setting (MOH) and was terminated due to absenteeism. I am unemployed over one year up to this date as the Ministry won't release me unless I pay the amount of money (salary) that is going in to my account despite my termination. Aside from this, nobody from my superiors informed me about my termination, instead, they just let me discontinue my job and told me to wait within 3 days for the decision of HR if they will let me work again. Three days of waiting and it became five months, until such time I approached the general directorate regarding my status. I was expecting that they will be helping me return back to my job but to my dismay, they only gave me my termination paper. In that five months of waiting they are transferring my salary to my bank account even though I informed them that I am already discontinued from work.

Apart from my unfinished loan in the bank, the problem is, they want me to pay that total amount of five-month salary so I can be cleared from them and I told them I don't have money to pay them unless they will rehire me. I cannot even apply to private clinics or hospitals because it's showing in qiwa that any contracts will still be approved first by the ministry. My iqama is already expired too.

Does anyone of you have situation like this? And if you have, what did you do to be released? I would like to know if you have any idea. And according to the general directorate, the only way is to just borrow money from someone and pay it which is I think the most difficult thing to do nowadays.
