Unfortunately, no. You need an ID card or Italian passport and Codice Fiscale. However, as with most things there are some creative solutions to this. I dont want to fall foul of the forum rules, but if you message me, I can point you in the right direction.

@8bucksagallon Thanks, man. I do have a codice fiscale, just not the ID. I have already considered some other options, but must first find someone willing to put their name down!

George, you have identified one way, which is get a friend to register it. This has been a widespread way of achieving a local car for many years, however the wind direction seems to have changed of late with a great deal of reluctance to do it. I am not aware of any changes in the legislation, but locals are much less inclined, maybe as simple as they are getting more aware of the legal ramifications and liability in case of an accident? Not withstanding that there are companies that do offer registration services, which include the issue you are having. It comes at a cost as it is a commercial service though.

Driving a car belonging to someone else is no longer simple.  You must have written permission from the owner for a period of up to 1 month always with you in the car, in case you get stopped.  After 1  month you must notify the motorizzazione of the change of driver.   Depending on your country of origin you may need to take an Italian driving test after a year of driving in Italy.  Some countries have licence conversion, others not.
