Customs clearance for non resident

I have had a parcel from family in HKG sent to Spain and it is being held in customs clearance.  The Correos Aduanas service says one needs to be a resident and registered with Tax Services in Spain in order to do this!  No customs agency want to take it on as the worth of the parcel is 10€.  Any ideas to be able to pay what they want and get hold of the parcel?  Many thanks!

Put in the code and then you can pay the IVA they are asking for

You may need to register on the site. I think you should be able to  with passport
